You can find them by visiting Philippine school forums, or by participating in Filipino administered discussion boards such a TotalPhilippines.com, PinoyExchange.com, Mukamo.com and others.

However, I doubt if your service will receive really good feedback. I mean, many students need your service like in many other countries, but most Filipino students do not have their own financial cards and so paying for a dollar rate service will be hard for them.

Also, you must know that $1 is already of high value in the Philippines. And for a student's thesis which usually take a couple of dozens of pages, that will be really expensive.
